jon: to the fiscal cliffhanger on capitol hill as the president and house speaker boehner say they're keeping open the lines of communication one day after meeting to discuss the ongoing negotiations aimed at stopping the combination of automatic tax increases and spending cuts set to kick in less than four weeks from now. chief congressional correspondent mike emanuel live on capitol hill for us. three weeks from the end of the year, mike. any signs of progress? >> reporter: jon, it is hard to tell we know the president and the speaker of the house met privately yesterday and as we mentioned both sides say the lines of communication are open but they are not giving out any details of what was discussed or any readout of the meeting. that may be a good sign. the previous meeting was on camera. this one face-to-face privately at the white house and so perhaps they had a chance to roll up their sleeves and get into some of the tough details in terms of finding a deal on the fiscal cliff. this morning a leading republican said any deal should include the major drivers of our debt. >> the

i just want to say that, again, boehner offered $800 billion. that's about the amount that taxes on the upper 2% are. so now he's negotiating north of that. i mean, the best place for republicans to be, to me, is to pass the rate increases, be done with it. the number's probably much smaller than it's ultimately going to be negotiated. then we still are focused on the right thing which is entitlement changes. again, i hope the president's going to come to the table, candidly. here we are. every developed country in the world knows this is the greatest threat to our nation. economists on both sides of the aisle know this is the greatest threat in our nation. and hopefully they'll solve this. but right now, there's no question in my mind that the president has the slight upper hand in the negotiations, and my point was, there's a way of changing that leverage very, very quickly by the house sending over a bill that freezes rates on the 98% of the population that are going to be affected. >> senator, in terms of the top 2%, how much do you see the

john boehner's got to make a decision. is he going to put a majority of members on an agreement, democrats and republicans together, or will he bring nothing to the floor unless he has a majority of republicans? if it's the latter, it's going to be harder to get to a deal. he can take 150 democrats and 75 or 80 or 90 republicans and get a deal more quickly than he can take a majority of his caucus. and that's really his role in leadership, what's he going to do there. i heard you talking about the "lincoln" movie a while ago. that's the kind of leadership speaker boehner will need to show, and i think he eventually will. it's less a fiscal cliff than it is a slide or an incline plane or whatever. but i think that, you know, soon after the 1st, if we haven't done it by then when all the tax rates go and all the changes happen, we get serious and something happens, and i think speaker boehner will be part of it. that's why i'm generally optimistic within the next month if not within the next few weeks. >> i hope so. senator
